Support Foundation

The purpose of the Lietuvos energija Support Foundation (hereinafter – the Foundation) is to provide support to projects and activities consistent with the principles of social responsibility of Lietuvos energija Group, its strategy and values in a coordinated and transparent manner and create value for the society and the State.

 

Objectives of allocating the support:

  • social, educational, art, culture, research and sport (except extreme and increased risk sports) activities and sports of the communities in whose close environment the Company, Group entities, and stakeholders of the Foundation carry out their activities. The projects and/or activities must develop and promote long-term cooperation of the Company, Group entities, and the stakeholders of the Foundation with the local communities, must be related to the strategy, activities, implemented projects, and programmes of the Group entities and the stakeholders of the Foundation, and meet the criteria for support granting set forth in the present Regulations. The amount of the support allocated to the projects or activities may not be higher than 40 (forty) per cent of the total budget allocated to the Foundation; 
  • national sport (except extreme and increased risk sports), art, culture, research or social projects, activities related to the strategies of the Company, Group entities, and the stakeholders of the Foundation and/or highlighting and promoting matters significant for the State and meeting the criteria for support granting set forth in the present Regulations. The amount of the support allocated to those projects or activities may not be higher than 60 (sixty) per cent of the total budget allocated to the Foundation.
  • Scholarships to the students of study fields relevant for the strategic business areas of Lietuvos energija and who have selected the subject matter of the graduation master’s degree paper from the provided list of subjects.

Support to regional and national projects

 
Priority areas in 2017:
  • promoting non-formal education and leisure activities for children and youth by supporting organisations and movements with expertise in implementing social projects whose activities and projects are implemented and create benefit for the society and contribute to reducing social inclusion.  
  • support to children suffering from cancer by promoting public organisations and movements whose activities and projects are implemented and create benefit at the level of the country, have experience in the implementation of international social projects, and spread in their activities the best practice in implementing such projects, provide knowledge and cooperate with healthcare institutions and families of children suffering from cancer, and maintain family and social relations of such children; 
  • promotion of research and innovations by supporting the ideas, research and papers whose implementation would strengthen Lithuania’s position on the international innovations market, help strengthening the Lithuanian education and research system, increase the interest of the society in science, and establish long-term traditions of cooperation among research institutions, academic community, business and public organizations, and help young researchers;
In 2017, the Board of the Foundation specified a new area for support allocation of national level – promotion of employment of children and the youth. The remaining two areas, support to children suffering from oncology diseases and the promotion of innovations by supporting the ideas of young researchers, remained unchanged. 
 
The Board selected this new support area in view of the social trends emerging in the country: Lithuania is still among the countries with the highest suicide rates Europe, recording numerous cases of violence against children, every third pupil is subject to bullying at school, a lot of children growing in social risk families. In the opinion of the Board of the Foundation, promotion of employment among children and the youth through the creation of the environment conducive to education and self-development of children by ensuring positive socialisation context, would contribute to the social development of the society and building of its well-being while addressing the relevant problems.
 
National significance projects will be allocated 60 per cent of their expenses from the Foundation budget and, respectively, 40 per cent to regional projects, i.e. implemented in the communities in which the companies of the Group operate.
 
The applications shall be accepted only provided they are submitted in the form set forth by the Foundation and in the pre-defined period. The applications must be submitted using an effective template of the document.  
 

Documets and forms

Evaluation of the applications (regional and national support)

The evaluation of the applications will be conducted in two stages: the administrative evaluation will evaluate whether the application is correctly completed and the quality evaluation will cover the compliance of the applications to the support allocation criteria. National significance projects will be allocated 60 per cent of their expenses from the Foundation budget and, respectively, 40 per cent to regional projects, i.e. implemented in the communities of operation of Group entities.
 
The evaluation of the applications shall take into account the quality of the project or the activity, consistency with the strategy, values of Lietuvos energija Group, also the feasibility of activity performances, clarity of the tasks, creativity, the value for the society, and compliance with the objectives of the Foundation and when evaluating applications of the national level, account shall also be taken of the priority support areas.  
 
The evaluation of the applications shall be conducted in compliance with the principles of equality, transparency, objectivity, confidentiality, and correspondence with the principles of the Foundation's activity. The aspects considered for the purpose of evaluation of the proposals include the quality of the applications, originality and relevance of the ideas, transparency of the activity the applicant is engaged in, reasonableness of results and indicators, created value for the society, correspondence with the values of Lietuvos energija Group, directions of social liability, and other criteria specified in the Support Management Regulations.
 
The support may not and is not granted to finance any political parties or campaigns or support extreme sports. 

Evaluation of the applications and passing the decision regarding the allocation of support

The evaluation is conducted in two stages:
1) administrative evaluation of the application involving checking whether the application is correctly completed;
2) quality evaluation involving assessment of the compliance of the application with the support granting criteria.
When administrative evaluation of the proposal establishes that the application is completed incorrectly, the relevant representative of the Foundation shall notify the applicant of the shortcomings of the application. The applicant shall have a right to eliminate the shortcomings within 2 (two) working days and submit to the Foundation a corrected application. In case the applicant fails to eliminate all or part of the shortcomings within the established time limits, the application shall not be further evaluated.  
All the correctly completed applications are submitted to the Evaluation Committee that shall further carry out the quality evaluation of the applications. In case at the time of the evaluation the Evaluation Committee lacks information to carry out the evaluation, the Evaluation Committee shall have a right to apply to the applicant regarding the specification of the information. The applicant shall specify the information within 2 working days of the receipt of the respective notice. In case within the established time limits the applicant fails to specify the information, the relevant application shall be rejected. Having carried out the quality evaluation of the applications, the Evaluation Committee shall draw up an Application Evaluation Report and submit the report to the Manager. The Manager shall submit the Report to the Board. Provided the Board approves the Application Evaluation Report, the Report shall be submitted to the Council with a request to express an opinion.
 
The requirements for the beneficiaries, the support allocation criteria, and other relevant information are specified in the Support Policy and the Support Management Regulations. Upon a decision of the shareholder of Lietuvos energija Group, the Foundation budget may consist of the contributions of all entities of the Group accounting for up to 1 per cent of the consolidated net profit of Group entity adjusted by eliminating the result of non-typical activities.
